Huaide Ma, born in 1965, is the President of China University of Political Science and Law (CUPL), where he serves as a Professor and Ph.D. Supervisor. He also chairs the Academic Committee of CUPL.

Educational Background:
Huaide Ma graduated from the Law Department of Peking University in 1988 with a Bachelor of Laws degree. He received his Doctorate in Law from China University of Political Science and Law in 1993, becoming the first in China to hold a Ph.D. in Administrative Litigation Law. He has been a visiting scholar at Yale University, Boston University, the University of Sydney, and the University of Melbourne.
Publications and Research:
Huaide Ma has authored or co-authored over twenty academic monographs, including Construction of Administrative Law Systems and Case Studies, Theory and Practice of State Compensation Law, and Administrative Licensing. He has published more than a hundred papers in key academic journals such as Chinese Legal Science and Chinese Journal of Law.
He has led numerous significant projects funded by the National Social Science Fund, major projects under the Ministry of Education’s Philosophy and Social Sciences program, and research projects commissioned by the Ministry of Justice and the Beijing municipal government.
Legislative Contributions:
Huaide Ma has been directly involved in drafting several major laws, including the State Compensation Law, Administrative Penalty Law, Legislation Law, Administrative Licensing Law, and Administrative Coercion Law. In December 2005, he lectured on “Reform of Administrative Management Systems and Economic Legal Systems” at the 27th collective study session of the Political Bureau of the Central Committee. On June 19, 2020, he lectured on “China’s Administrative Legal System” for the Standing Committee of the 13th National People’s Congress. He has frequently conducted lectures on administrative law for various ministries and local governments.
Honors and Awards:
Huaide Ma has been selected for the “New Century Talents Project” by the Ministry of Human Resources and Social Security and six other ministries, and has received the “China Top Ten Outstanding Young Jurists Award,” the Huo Yingdong Foundation Excellent Young Teacher Award, the Capital Labor Medal, and recognition as a distinguished talent in science, technology, and management by Beijing. He is a recipient of the State Council’s special government allowance and has been included in the Publicity Department’s list of cultural figures and the “Four Batches” talents, as well as the national “Ten Thousand Talents Program” for leading figures in philosophy and social sciences. In 2017, he was named “CCTV Annual Legal Figure” and in 2020, he was honored as the “Annual Legal Figure” in the “China Annual Influence Person Selection.”
