Lin Hua is a Professor and PhD Supervisor at China University of Political Science and Law (CUPL), serving as the Deputy Director of the School of Xi Jinping Thought on the Rule of Law. He has been recognized as a “Qian Duansheng Young Scholar.” He is also the Executive Director of the Research Center of Internet Law and Regulation and the Deputy Director of the Education Law Research Center at CUPL. Lin Hua holds a Bachelor’s, Master’s, and PhD in Law from China University of Political Science and Law. He completed his postdoctoral research at the School of Law, Chinese Academy of Social Sciences, and was a visiting scholar at the University of California, Berkeley School of Law.
Academic Contributions:
Lin Hua has published three academic monographs and contributed to more than ten books. He has authored and translated over thirty articles in authoritative and core journals such as the Chinese Legal Science, Journal of Library Science in China, Educational Research, Tribune of Political Science and Law, and Global Law Review. Several of his articles have been fully reprinted or excerpted in Abstracts of New China, China University Academic Abstracts, and the RUC Reprinted Materials: Constitutional and Administrative Law. Additionally, he has written commentary for newspapers like People’s Daily, Legal Daily, and Study Times.
Research and Projects:
Lin Hua has led several key research projects, including those funded by the National Social Science Fund, national high-end think tank projects, and the Beijing Social Science Fund. He has also directed projects commissioned by the Ministry of Education, the Central Cyberspace Administration of China, the Ministry of Finance, the Ministry of Transport, the Ministry of Industry and Information Technology, and the Ministry of Culture and Tourism. He has participated in more than thirty national and provincial research projects and has contributed to the drafting and revising of laws and regulations such as the Regulations on Academic Degrees of the People’s Republic of China and the Regulations on the Administration of Human Genetic Resources. His advisory reports have received commendations from national and party leaders.
Professional Affiliations:
Lin Hua is a board member of the Dong Biwu Jurisprudence Research Association and the Network and Information Law Research Association of the China Law Society. He also serves as a board member of the China Society of Administrative Reform. Additionally, he acts as a legal consultant or advisor for various ministries, including the Ministry of Public Security, and serves as an expert advisor for the Legal Services Volunteer Committee of the China Volunteer Association. He provides legal consultancy services for local governments such as Wenzhou Municipality.
